Launch of the ‘Basque Diaspora’ post-graduate course, a pioneering initiative on the agenda for our communities abroad

The launch ceremony of the ‘Basque Diaspora’ specialisation postgraduate degree, taught by UPV/EHU university, was held on Monday 4 October last at 5pm at the Basque Country University/Euskal Herriko Unibertsitatea, UPV/EHU Faculty of Arts Graduation Hall.

The event was presided over by Montse Maritxalar, UPV/EHU Postgraduate and Continuing Education Vice-Rector, with the participation of Marian Elorza, Basque Government’s General Secretariat for Foreign Affairs, Gorka Álvarez Aranburu, Director for the Basque Community Abroad (Basque Government), and Oscar Álvarez Gila, head of the postgraduate course. Kingsley Aikins, director of The Networking Institute , gave the opening speech.

This postgraduate course is attended by 24 students, 12 from the Basque Country and 12 from the diaspora (Argentina, Uruguay, Chile, Peru and Venezuela). 9 students are attending the course in person and 15 online.

This is one of the first initiatives on an international scale that is interested in the study of particular diasporas, in this case the Basque diaspora. In Europe there are only two countries with equivalent studies on their national diasporas, but these are two “super diasporas” that have traditionally enjoyed great visibility and popularity: Italy and Ireland.

According of the Basque Government’s General Secretariat for Foreign Affairs, Marian Elorza, the Basque Diaspora post-graduate is a “pioneering initiative” that forms part of the agenda of the Office for the Basque Community Abroad

Elorza stated that this postgraduate course “far from being an isolated case, it is complementing the mandate “Diasporizatu!” (“Diasporise!”) and joins forces with the Basque Diaspora Day or the Basque Diaspora Archive.”

More than 600 years’ experience working abroad

All of these initiatives are contributing to the knowledge and value of the Basque migrant reality. An important phenomenon, “which dates back beyond the 15th century and therefore represents more than 600 years of Basque presence abroad,” said Elorza.

The head of Basque Foreign Affairs continued to talk about how the Basque migrant tradition is not only prolonged over time, but also deeply rooted in society as a whole, since practically all the families from the Basque Country have a relative or acquaintance who has emigrated.

The uncle in America

Even back in 1910, in other words the early 20th century, a time when Europe was sending large number of migrants across the Atlantic, Bayonne author Pierre Lhande stated that “to be a good Basque, one must have an uncle in America.” Now, “111 years later,” joked the General Secretariat, “you can have an uncle anywhere in the world, not just in America, or from anywhere else on the planet.”

Therefore, she continued, “our challenge as a government and as a society is to transform this small country’s great diaspora into an opportunity.” And the aim of this professional post-graduate course in Basque Diaspora, continued Elorza, is based on “precisely covering the important need to delve deeper into this migratory reality and from an academic perspective, so common in our country.”

How networks abroad are “woven” and “disseminated”

The four-year Institutional Action Plan 2020-2023 “SAREGINTZAN” (“WEAVING NETWORKS”), which emanates from the VII World Congress of Basque Communities Abroad, has set out the following mandate in its goal no. 2: Diasporise, and therefore promote knowledge of the reality of the Basque Diaspora through the creation of postgraduate studies on migration. The General Secretariat for External Affairs continued by saying, “we are today dealing with meeting this demand.”

Marian Elorza then described how advances in technology and communications “allow us to have rapid access to people and places not only in America, but all over the world.”

Changing destinations and channels

This transformation that we are experiencing also touches the Basque community abroad, which is no exception. “Basque migration flows have been changing destinations and the ways people relate with each other have evolved exponentially thanks to new technologies. 27 years ago, we were talking about a Basque community while today we are talking about several communities that make up a global Basque community,” continued Elorza.

International and multidisciplinary

For all these reasons, the postgraduate degree has a clearly international vocation as only it could have, while also being cross-cutting and forward-thinking to address the study of the Basque diaspora from an interdisciplinary perspective. Any professional or person interested in delving deeper into Basque diaspora in a global context will find a series of convergent perspectives from very diverse scientific fields and perspectives, such as history, sociology, literature, anthropology, international relations, communication and many more.

Marian Elorza concluded her speech by thanking the Vice-Rector for Postgraduate and Continuing Education of the UPV/EHU, Montse Maritxalar, and the lecturers and students who are part of the project for their interest and collaboration, which has made this initiative a reality. The vice-rector then introduced the speaker who opened the postgraduate course, Irishman Kingsley Aikins, and gave him the floor to open the course.

Postgrado de Especialización en Diáspora Vasca

El acto de presentación del postgrado de especialización ‘Diáspora vasca’, impartido por la universidad UPV/EHU, se celebró el pasado lunes 4 de octubre a las 17:00 horas en la Universidad del País Vasco/Euskal Herriko Unibertsitatea, Salón de Grados de la Facultad de Letras de la UPV/EHU.

El acto estuvo presidido por Montse Maritxalar, Vicerrectora de Postgrado y Formación Continua de la UPV/EHU, y contó con la participación de Marian Elorza, Secretaria General de Asuntos Exteriores del Gobierno Vasco, Gorka Álvarez Aranburu, Director de la Comunidad Vasca en el Exterior (Gobierno Vasco), y Oscar Álvarez Gila, responsable del postgrado. Kingsley Aikins, director de The Networking Institute, pronunció el discurso de apertura.

En este curso de postgrado participan 24 alumnos, 12 del País Vasco y 12 de la diáspora (Argentina, Uruguay, Chile, Perú y Venezuela). 9 alumnos asisten al curso de forma presencial y 15 online.

Se trata de una de las primeras iniciativas a escala internacional que se interesa por el estudio de diásporas concretas, en este caso la vasca. En Europa sólo hay dos países con estudios equivalentes sobre sus diásporas nacionales, pero se trata de dos “superdiásporas” que tradicionalmente han gozado de gran visibilidad y popularidad: Italia e Irlanda.

Según la secretaria general de Asuntos Exteriores del Gobierno Vasco, Marian Elorza, el postgrado de la diáspora vasca es una “iniciativa pionera” que forma parte de la agenda de la Oficina para la Comunidad Vasca en el Exterior.

Elorza afirmó que este postgrado “lejos de ser un caso aislado, complementa el mandato “¡Diasporizatu!” (“¡Diáspora!”) y se une al Día de la Diáspora Vasca o al Archivo de la Diáspora Vasca”.

Más de 600 años de experiencia trabajando en el extranjero

Todas estas iniciativas están contribuyendo a conocer y valorar la realidad migratoria vasca. Un fenómeno importante, “que se remonta más allá del siglo XV y que, por tanto, representa más de 600 años de presencia vasca en el exterior”, dijo Elorza.

El responsable de Asuntos Exteriores vasco continuó hablando de cómo la tradición migratoria vasca no sólo se prolonga en el tiempo, sino que está muy arraigada en el conjunto de la sociedad, ya que prácticamente todas las familias del País Vasco tienen algún familiar o conocido que ha emigrado.

El tío en América

Ya en 1910, es decir, a principios del siglo XX, una época en la que Europa enviaba un gran número de emigrantes al otro lado del Atlántico, el escritor de Bayona Pierre Lhande afirmaba que “para ser un buen vasco, hay que tener un tío en América”. Ahora, “111 años después”, bromeó la Secretaría General, “se puede tener un tío en cualquier parte del mundo, no sólo en América, o de cualquier otro lugar del planeta”.

Por ello, continuó, “nuestro reto como gobierno y como sociedad es transformar la gran diáspora de este pequeño país en una oportunidad”. Y el objetivo de este postgrado profesional en Diáspora Vasca, continuó Elorza, se basa en “cubrir precisamente la importante necesidad de profundizar en esta realidad migratoria y desde una perspectiva académica, tan común en nuestro país.”

Cómo se “tejen” y “difunden” las redes en el extranjero

El Plan de Acción Institucional cuatrienal 2020-2023 “SAREGINTZAN” (“TEJIENDO REDES”), que emana del VII Congreso Mundial de Comunidades Vascas en el Exterior, se ha marcado el siguiente mandato en su objetivo nº 2: Diáspora, y por tanto, promover el conocimiento de la realidad de la diáspora vasca a través de la creación de estudios de postgrado sobre migraciones. La Secretaría General de Acción Exterior continuó diciendo que “hoy nos ocupamos de satisfacer esta demanda”.

A continuación, Marian Elorza describió cómo los avances en la tecnología y las comunicaciones “nos permiten tener un rápido acceso a personas y lugares no sólo de América, sino de todo el mundo”.

Internacional y multidisciplinar

Por todo ello, el postgrado tiene una vocación claramente internacional como sólo ella podía tener, a la vez que transversal y de futuro para abordar el estudio de la diáspora vasca desde una perspectiva interdisciplinar. Cualquier profesional o persona interesada en profundizar en la diáspora vasca en un contexto global encontrará una serie de perspectivas convergentes desde campos y perspectivas científicas muy diversas, como la historia, la sociología, la literatura, la antropología, las relaciones internacionales, la comunicación y muchas más.

Marian Elorza concluyó su intervención agradeciendo a la Vicerrectora de Postgrado y Formación Continua de la UPV/EHU, Montse Maritxalar, y a los profesores y alumnos que forman parte del proyecto su interés y colaboración, que han hecho realidad esta iniciativa. A continuación, la vicerrectora presentó al ponente que inauguró el postgrado, el irlandés Kingsley Aikins, y le dio la palabra para que abriera el curso.
