Building collaborative governance in times of change. Lessons from Etorkizuna Eraikiz.

ETORKIZUNA ERAIKIZ: BUILDING THE FUTURE

How we will achieve the goal of making of Gipuzkoa one of the regions in Europe with less inequality between its inhabitants.

Uncertainty about the future is a constant concern of citizens, uncertainty about employment, quality of life, the future of work and welfare in our region. A lack of certainty expanded in a global, interconnected context.

Etorkizuna Eraikiz responds to the need to change the way of doing politics to get closer to the people

Anyone who knows how to anticipate future demands will be better placed in the starting blocks in the race for social welfare.

Aging, new volunteering models, cybersecurity, electromobility, worker participation in the company, gastronomy 4.0 and the audiovisual industry in Basque are some of the challenges that Etorkizuna Eraikiz will address.

A model for detecting our next goals, designing ways to achieve them and trying them out in real environments, in order to draw conclusions and be able to apply them to the rest of Gipuzkoan society, a laboratory for designing and test driving our future now. Etorkizuna Eraikiz is a change in the way of doing politics. It forces institutional representatives to involve organisations, companies, associations, universities and, of course, all of the people living in our region to find new answers with Gipuzkoan values that identify us and have brought us to this point.

Referentes académicos analizan in situ Gipuzkoa como ejemplo avanzado de gobernanza colaborativa

Investigadores e investigadoras de Harvard, George Washington, Palermo, Boston, Syracuse y Complutense se reúnen en Donostia para avanzar en una publicación sobre Etorkizuna Eraikiz y el modelo de gobierno del territorio.

Un consorcio de académicos y académicas pertenecientes a algunas de las mejores universidades del mundo trabajan en los últimos meses en el estudio del caso Etorkizuna Eraikiz, con el objetivo de avanzar en la elaboración de una publicación científica sobre el modelo de gobierno desplegado en Gipuzkoa desde 2016, al considerarlo un ejemplo de gobernanza avanzada que puede servir de referencia para otros países y gobiernos. Este grupo de expertos y expertas, pertenecientes a universidades que son referentes en el campo de las políticas públicas como Harvard, George Washington, Palermo, Boston, Syracuse, Complutense y Roskilde, entre otros, están desarrollando desde la semana pasada una intensa agenda de trabajo en el territorio, con talleres de trabajo y encuentros con personas implicadas en las dinámicas de Etorkizuna Eraikiz.

El pasado viernes el diputado general de Gipuzkoa, Markel Olano, en una reunión celebrada en la Diputación dio la bienvenida a Gipuzkoa a este grupo de referentes investigadores e investigadoras. Tras las reuniones de trabajo del viernes y del sábado, hoy proseguirán con la labor relacionada con la publicación científica, cuyo inicio tuvo lugar durante el congreso Etorkizuna Eraikiz Congress celebrado en el Kursaal de Donostia en diciembre del año pasado. Este grupo académico, formado por expertos y expertas en materia de gobernanza colaborativa, políticas públicas y comunicación política, se encuentra desde entonces trabajando en el estudio detallado de las lecciones que deja la nueva forma de gobernar implementado por la Diputación de Gipuzkoa, para que pueda servir de referencia y objeto de estudio en el futuro.

Bajo el título Building collaborative governance in times of change. Lessons from Etorkizuna Eraikiz, los editores de la publicación serán Xabier Barandiaran, en nombre de la Diputación, María José Canel (Universidad Complutense) y Geert Bouckaert (KU Leuven). El objetivo no es otro que extraer conocimiento clave para la puesta en práctica de la gobernanza colaborativa y la inclusión activa de la sociedad en la acción política e institucional. La investigación se prolongará dos meses más, durante los meses de septiembre y octubre, en los cuales se celebrarán diversos encuentros y talleres, algunos de los cuales se celebrarán in situ en Gipuzkoa. 

Forman parte de este consorcio investigador Peter Loge (George Washington University, School of Media and Public Affairs, EEUU); Luis Aguilar (Universidad de Guadalajara, México); Tina Nabatchi (Maxwell School of Citizenship and Public Affairs, Syracuse University, EEUU); Sonia Ospina (NYU Wagner Graduate School of Public Service, EEUU); Ander Caballero (Harvard University, Kennedy School of Government, EEUU); Carmine Bianchi (University of Palermo, Italia); Eva Sorensen (Roskilde School of Governance, Dinamarca); Jacob Torfing (Roskilde School of Governance, Dinamarca); y Adil Najam (Boston University, EEUU).


“Compartir y conectar” Etorkizuna Eraikiz

El diputado general de Gipuzkoa, Markel Olano, ha resaltado la importancia de “compartir y conectar” Etorkizuna Eraikiz con otras experiencias y acciones de gobernanza colaborativa que se están desarrollando en todo el mundo. Por ello, ha calificado de hecho de “especial relevancia” el hecho de que académicos y académicas de universidades referentes estén analizando el caso de Gipuzkoa.

Olano ha resaltado la necesidad de profundizar en la democracia mediante “modelos más participativos, basados en la confianza y la cooperación” entre ciudadanía e instituciones. Avanzar en esa dirección es, en su opinión, la mejor manera para afrontar las “graves incertidumbres” económicas, sociales y políticas que afrontan nuestras sociedades. “Ese es el objetivo de Etorkizuna Eraikiz. Se trata de una contribución que hacemos pensando en el porvenir de Gipuzkoa y de Euskadi. Además, en un momento en el que la transformación y el futuro del Viejo Continente está en juego, queremos contribuir decididamente en la construcción de un futuro democrático social, verde y competitivo para Europa”, ha apuntado.
