Three reports published in April endorse the good public work being carried out in the Basque Country: Fitch Rating, Confidence in Institutions and the International Entrepreneurial Activity Index.
Tres informes publicados en el mes de Abril, avalan el buen trabajo público que se desarrolla en Euskadi: Rating Fitch, Confianza en las Instituciones e índice internacional de la Actividad Emprendedora.
Credit rating agencies, also known as rating agencies, are private entities whose function is to provide an assessment of the credit risk of a company, a financial product or even a country. They produce their reports by applying different ratings and their evaluations are used in the capital markets as a reference when making decisions on possible investments.
Among the main agencies are the American ‘Standard and Poor’s’, ‘Moody’s’, ‘Fitch’ and the Canadian firm ‘DBRS’. In recent days, Fitch has published its analysis of the Basque Country; the Basque Country has seen its rating raised from outstanding low (A-) to annotated (A), two notches above the rating it issues for Spain, with a stable outlook for both operating results and debt in the medium term.
The Basque Government, presided by president Iñigo Urkullu, has received this assessment with the corresponding satisfaction: In the words of its head for the Economy and Public Finance, Pedro Mª Aspiazu, it “reaffirms the credit quality and economic confidence” of the Basque Country, as a consequence of an important and well-developed management and control capacity.
At the same time, the results of a survey conducted in Spain on “polarization and coexistence” were also published in April. Unfortunately, Spaniards reveal the low level of trust of citizens towards institutions, both with respect to the central government and the Autonomous Communities. According to the results, only the Basque institutions achieve a good score, with Galicia being the only territory that passes the Citizen Confidence test.
The ESADE-EcPol Center for Economic Policy is an independent and interdisciplinary think tank whose mission is to articulate transversal spaces of consensus to promote public policies based on evidence: Sandra León and Amuitz Garmendia address in their work the high levels of tension in Spanish politics, certainly far removed from the balanced Basque dialectic climate.
Euskadi above the European average in Entrepreneurial Activity
For her part, the Councilor for Economic Development, Sustainability and Environment, shared updated data prepared by ‘The National Entrepreneurship Context Index’, highlighting that the creation of new companies in the Basque Country is now ahead of countries such as Germany and following in the statistical footsteps of the Netherlands, Israel or the United States.
Arantxa Tapia reported that the Basque Country is above the European average in terms of entrepreneurial activity, ahead of countries such as Germany in the creation of new companies. Currently, in the territories of Alava, Bizcay and Gipuzkoa alone, there are more than 58,000 active companies; to find similar figures it is necessary to go back to 2007, a year before the previous global financial crisis.
“Industrial Manufacturing, Energy and Health are our three main areas of specialization”, added the Minister, who on the occasion of the celebration of World Entrepreneurship Day, also highlighted the efforts of the people who are entrepreneurs in the Basque Country “convinced and willing to give the best of themselves” in the search for “innovative solutions for the generation of economy and employment.”
Las agencias de calificación crediticia, conocidas como agencias de ‘rating’, son entidades privadas cuya función es facilitar una valoración del riesgo de crédito de una compañía, un producto financiero e incluso un país. Realizan sus informes aplicando diferentes calificaciones (‘ratings’) y sus evaluaciones se utilizan en los mercados de capitales como referencia en la toma de decisiones sobre posibles inversiones.
Entre las principales agencias se encuentran las estadounidenses ‘Standard and Poor’s’, ‘Moody’s’, ‘Fitch’ y la firma canadiense ‘DBRS’. Estos días, Fitch ha publicado estos días su análisis sobre Euskadi; el País Vasco ve elevar su nota de notable bajo (A-) a notable (A), dos escalas por encima de la calificación que emite sobre España, con una perspectiva estable tanto de los resultados operativos como de la deuda en el medio plazo.
El Gobierno Vasco presidido por el Lehendakari Iñigo Urkullu, ha recibido esta valoración con la correspondiente satisfacción: En palabras de su responsable para la Economía y la Hacienda públicas, Pedro Mª Aspiazu, “reafirma la calidad crediticia y la confianza económica” de Euskadi, como consecuencia de una importante capacidad de gestión y control bien desarrollados.
Paralelamente, este mes de abril se han publicado también los resultados de una encuesta realizada en España sobre “polarización y convivencia”. Desafortunadamente, los españoles revelan el bajo nivel de confianza de la ciudadanía hacia las instituciones, tanto respecto al Gobierno central como a las Comunidades Autónomas. Según se desprende de sus resultados, sólo las instituciones vascas alcanzan una buena nota, siendo Galicia el único territorio que aprueba el examen de Confianza ciudadana.
El Centro de Políticas Económicas ESADE-EcPol es un ‘think tank’ independiente e interdisciplinar que tiene por misión articular espacios transversales de consenso para impulsar políticas públicas basadas en la evidencia: Sandra León y Amuitz Garmendia abordan en su trabajo los altos niveles de crispación en la política española, ciertamente muy distantes del equilibrado clima dialéctico vasco.

Por su parte, la consejera de Desarrollo Económico, Sostenibilidad y Medio Ambiente, ha compartido datos actualizados elaborados por ‘The National Entrepreneurship Context Index’, destacando que la creación de nuevas empresas en el País Vasco se encuentra ahora por delante de países como Alemania y siguiendo los pasos estadísticos de Países Bajos, Israel o Estados Unidos.
Arantxa Tapia informó que Euskadi se encuentra por encima de la media europea en cuanto a la actividad emprendedora se refiere, por delante de países como Alemania en la creación de nuevas empresas. En la actualidad, sólo en los territorios de Araba, Bizkaia y Gipuzkoa, se encuentran más de 58.000 empresas activas; para hallar cifras similares es necesario remontarse a 2007, un año antes de la anterior crisis financiera global.
“Fabricación Industrial, Energía y Salud, son nuestros tres principales ámbitos de especialización”, ha añadido la consejera, que con motivo de la celebración del Día Mundial del Emprendimiento, también ha puesto en valor el esfuerzo de las personas que emprenden en Euskadi “convencidas y dispuestas a aportar lo mejor de sí” en la búsqueda de soluciones “innovadoras para la generación de economía y empleo”.
