Commitment between the Basque Government and Airbus to strengthen collaboration / Compromiso entre el Gobierno Vasco y Airbus para reforzar la colaboración

The objective of the Memorandum of Understanding signed is to establish a framework for working together to explore the potential development of the strategic areas of sustainability and digitalisation.

El objetivo del Memorando de Entendimiento firmado es establecer un marco para trabajar conjuntamente en el estudio del potencial desarrollo de las áreas estratégicas, sostenibilidad y digitalización

The objective of the Memorandum of Understanding signed is to establish a framework to work together to study the potential development of strategic areas, sustainability and digitalisation.

Arantxa Tapia, Regional Minister for Economic Development, Sustainability and Environment, and Alberto Gutiérrez, COO of Airbus and President of Airbus Spain, have signed a Memorandum of Understanding (MoU) to strengthen the collaboration between the General Administration of the Basque Autonomous Community and the company, in the process of transformation and strengthening of the productive structure of the Basque Country for the post-COVID recovery, based on the technological-digital and energy-climatic transformations.

In the commitment signed today, the parties have agreed to work together in two strategic areas: sustainability and digitalisation. To this end, they will make progress in the following areas of collaboration: R&D&I, talent, industrialisation and strengthening the local supplier base and space. The MoU will last four years and will be defined by specific agreements detailed for each project.

With the perspective of contributing to the competitive improvement of Basque companies and to the creation of welfare and economic and social wealth in the Basque Country, the Basque Government considers it a priority to strengthen and adapt the local productive structure, in order to contribute to the development of the Basque aerospace sector, in line with the technological-digital and energy-climate transitions. These transitions are included in the Industrial Development and Internationalisation Plan 2021-2024, which aims to contribute to economic recovery by addressing the economic challenges caused by COVID-19. Likewise, the technological-digital and energy-climate transitions are transversal axes to be developed in the RIS3 Euskadi strategy, defined and implemented within the framework of the Science and Technology and Innovation Plan PCTI 2030.

It can be seen that the global aeronautics sector is evolving towards a progressive decarbonisation, trying to establish a new energy ecosystem for aviation through significant investments, collaboration and technological development.

In this regard, Airbus is committed to a progressive decarbonisation strategy through the replacement of older, more polluting fleets with more efficient aircraft that reduce CO2 emissions, an increase in the use of sustainable aviation fuels (SAF), as well as an ambition to develop the first zero-emission passenger aircraft. With the ZEROe (zero emissions) project, Airbus is immersed in the development of the aircraft of the future, based on hybrid propulsion technologies combining electric and hydrogen technologies, the result of which will culminate in 2035 with the entry into service of the first zero-emission aircraft.

For its part, the Basque Country has joined the programme being developed by the World Economic Forum (WEF), with the aim of driving the industrial transition towards zero net emissions by 2050, which was presented at COP26 in Glasgow.

The achievement of the ZEROe aircraft will bring about significant changes for the aerospace sector as a whole. For the Basque Country, it will be a challenge and an opportunity to carry out research processes that integrate new products, technologies, materials and production processes related to sustainable aircraft into its value chain. The Basque Country has important scientific-technological capacities and infrastructures of the highest level through the Basque Science, Technology and Innovation Network (RVCTI), especially with the capacities of the centres that make up the Basque Research Technology Alliance (BRTA).

Airbus and its importance in the industrial sector of the Basque Country

Airbus is a world leader in aircraft manufacturing and the leading company in the European aerospace sector. Thanks to the work carried out for more than 50 years, the company has positioned Europe as a world reference in the manufacture of aircraft, with 611 commercial aircraft delivered in 2021. It directly employs more than 12,300 people in Spain, and around 100,000 people indirectly. The network of local suppliers is made up of more than 400 companies.

As far as the Basque Country is concerned, the aerospace sector is eminently manufacturing-based and provides advanced services and products to all the major programmes of almost all the world’s major customers. It is characterised by a significant presence of leading TIER1 and TIER2 companies, whose role is fundamental in shaping the value chain. TIER1s are a group of companies, mainly SMEs, which supply metal-mechanical components, engineering, advanced services and activities in different materials. They are high-tech companies, with highly skilled employment. In the last 10 years, the sector has invested around 10% of its turnover in R&D&I and has made a great effort to face new challenges: sustainability and environmental protection. As proof of this, it participates in the largest European public-private initiative: the Clean Sky programme.

Possible joint activities

In order to fulfil the MoU signed today, Airbus will study the possibility of developing R&D&I activities in the Basque Country in its commitment to the electrification of aircraft, the digitalisation and connectivity of its production processes, the development of space products and systems, environmental sustainability and the training of all its personnel.

Likewise, in order to respond to its industrial initiatives, Airbus Helicopters España, S.A.U. intends to explore local industrial capacities in the Basque Country, in order to improve, as far as possible, the supply chain in terms of costs, availability times and production quality.

For its part, the Basque Government will provide Airbus with access to the entities attached to the Basque Science, Technology and Innovation Network (RVCTI) and the collaboration to establish different research groups/teams necessary to carry out the different project tasks deemed necessary.

Likewise, it will provide Airbus with the necessary interlocution with the capacities of 4GUNE Clúster de Formación Universitaria en Ingeniería, Ciencia y Tecnología de Euskadi, Tknika Centro de Investigación Aplicada de Formación Profesional en Euskadi and Hetel Asociación de Centros de Formación Profesional de Euskadi, with the aim of deepening in the generation of new competences in the different professional profiles required for the new digital and sustainable manufacturing processes.

Arantxa Tapia, consejera de Desarrollo Económico, Sostenibilidad y Medio Ambiente, y Alberto Gutiérrez, COO de Airbus y presidente de Airbus España, han firmado un memorando de entendimiento (MdE) para reforzar la colaboración entre la Administración General de Euskadi y la empresa, en el proceso de transformación y fortalecimiento de la estructura productiva del País Vasco para la recuperación pos-COVID, en base a las transformaciones tecnológico-digital y energético-climática.

En el compromiso firmado, las partes han acordado trabajar conjuntamente en dos áreas estratégicas: sostenibilidad y digitalización. Para ello, avanzarán en los siguientes ámbitos de colaboración: I+D+i, talento, industrialización o fortalecimiento de la base de proveedores locales y espacio. El MdE durará cuatro años y será definido por acuerdos específicos detallados para cada proyecto.

Con la perspectiva de contribuir a la mejora competitiva de las empresas vascas y a la creación de bienestar y riqueza económica y social en Euskadi, el Gobierno Vasco considera prioritario fortalecer y adaptar la estructura productiva local, para contribuir al desarrollo del sector aeroespacial vasco, en línea con las transiciones tecnológico-digital y energético-climática. Dichas transiciones se contemplan en el Plan de Desarrollo Industrial e Internacionalización 2021-2024, cuyo objetivo es contribuir a la recuperación económica atendiendo a los retos coyunturales provocados por la COVID-19. Asimismo, las transiciones tecnológico-digital y energético-climática son ejes transversales a desarrollar en la estrategia RIS3 Euskadi, definida e implementada en el marco del Plan de Ciencia y Tecnología e Innovación PCTI 2030.

Se aprecia que el sector de la aeronáutica mundial está evolucionando hacia una progresiva descarbonización, tratando de establecer un nuevo ecosistema energético para la aviación a través de importantes inversiones, colaboración y desarrollo tecnológico.

En este sentido, Airbus apuesta por una progresiva estrategia de descarbonización a través de la sustitución de flotas antiguas más contaminantes por aparatos con una eficiencia superior que reduzcan las emisiones de CO2, un aumento en el uso de combustibles sostenibles en la aviación (SAF), así como una ambición de desarrollar el primer avión de pasajeros de cero emisiones. Con el proyecto ZEROe (cero emisiones), Airbus se encuentra inmersa en el desarrollo de las aeronaves del futuro, basadas en tecnologías de propulsión híbridas que combinen tecnologías eléctricas y de hidrógeno, cuyo resultado culminará en el año 2035 con la entrada en servicio de la primera aeronave de cero emisiones.

Por su parte, Euskadi se ha unido al programa que está desarrollando el World Economic Forum (WEF), con el objeto de impulsar la transición industrial hacia cero emisiones netas en 2050 y que fue presentado en la COP26 en Glasgow.

La consecución del avión ZEROe  traerá consigo cambios significativos para el sector aeroespacial en su conjunto. Para Euskadi, supondrá un reto y una oportunidad para llevar a cabo procesos de investigación que integren en su cadena de valor los productos, las tecnologías, los materiales y los procesos productivos nuevos relacionados con aeronaves sostenibles. Euskadi cuenta con importantes capacidades e infraestructuras científico-tecnológicas de primer nivel a través de la Red Vasca de Ciencia, Tecnología e Innovación (RVCTI), especialmente con las capacidades de los centros que integran la Basque Research Technology Alliance (BRTA).

Airbus y su importancia en el sector industrial de Euskadi

Airbus es líder mundial en la fabricación de aeronaves y la empresa líder en el sector aeroespacial europeo. Gracias al trabajo realizado desde hace más de 50 años, la compañía ha posicionado a Europa como referente mundial en la fabricación de aeronaves, concretamente en 2021 fueron 611 los aviones comerciales entregados. Proporciona empleo de manera directa a más de 12.300 personas en el Estado español, y en torno a 100.000 personas de forma indirecta. La red de proveedores locales está compuesta por más de 400 empresas.

Por lo que respecta a Euskadi, el sector aeroespacial es eminentemente manufacturero y provee de servicios avanzados y productos a todos los grandes programas de casi todos los grandes clientes mundiales. Se caracteriza por una importante presencia de empresas punteras TIER1 y TIER2, cuyo papel es fundamental para conformar la cadena de valor. Desde los TIER1 se despliega un colectivo de empresas, sobre todo pymes, que proveen de componentes metalmecánicos, ingeniería, servicios avanzados y actividades en distintos materiales. Son empresas de alta tecnología, con empleo de alta cualificación. En los últimos 10 años, el sector ha invertido en I+D+i alrededor del 10% de la facturación generada y ha hecho un gran esfuerzo en hacer frente a los nuevos retos: la sostenibilidad y la protección del medio ambiente. Como muestra de ello, participa en la mayor iniciativa europea público-privada: el programa Clean Sky.

Posibles actividades conjuntas

Para el cumplimiento del MdE firmado hoy, Airbus estudiará la posibilidad de desarrollar actividad de I+D+i en el País Vasco en su apuesta por la electrificación de aeronaves, la digitalización y conectividad de sus procesos productivos, el desarrollo de productos y sistemas espaciales, la sostenibilidad medioambiental y la capacitación de todo su personal.

Asimismo, para responder a sus iniciativas industriales, Airbus Helicopters España, S.A.U. tiene la intención de sondear las capacidades industriales locales en el País Vasco, a fin de mejorar, en la medida de lo posible, la cadena de suministro tanto en costes, como en tiempos de disponibilidad y calidad de la producción.

Por su parte, el Gobierno Vasco pondrá a disposición de Airbus el acceso a las entidades adscritas a la Red Vasca de Ciencia, Tecnología e Innovación (RVCTI) y la colaboración para establecer distintos grupos/equipos de investigación necesarios para ejecutar las distintas tareas de proyectos que se consideren necesarias.

Igualmente, pondrá a disposición de Airbus la necesaria interlocución con las capacidades de 4GUNE Clúster de Formación Universitaria en Ingeniería, Ciencia y Tecnología de Euskadi, Tknika Centro de Investigación Aplicada de Formación Profesional en Euskadi y de Hetel Asociación de Centros de Formación Profesional de Euskadi, con el propósito de ahondar en la generación de nuevas competencias en los diferentes perfiles profesionales requeridos para los nuevos procesos de fabricación digital y sostenible.
